For modding, you could begin at the slowest or classic rate so conflict does not occur as it takes so long on huge galaxy maps to deploy and reach sectors. Then raise it to the maximum expansion rate when you get to advanced turns so the ai has large established ships.

This would be a way to create scenarios.

If we knew just what the save game hex values do, lots of interesting aspects could be turned on and off.
